Is it Fair?
It is difficult to say what the proper punishment is for minor infractions, but it is necessary to have some repercussions in place. Otherwise, people would have no incentive not to violate small laws at their convenience. Finnish people has found an interesting way to deal with these issues, but it is hard to tell if their approach is objectively fair.
When you commit a minor offense in Finland, you’ll pay for it in proportion to the amount of money you make. That means that those with less income will pay less than someone who is a bit more well-off, even if they commit identical offenses. If you are making less than most, you’ll think this law is perfect, but those on the other end of the wealth spectrum likely have their complaints.
