The Airports Authority of India probably got a bit lucky with this sign. While it doesn’t quite express the intended message (I assume Eating in the carpeted area is strictly prohibited), it conveys a truthful message, as I can’t imagine that carpet consumption is any more condoned.

The airport’s authority may have accidentally placed a sign that condemns a far greater crime. While eating over the carpet leads to the relatively benign misdemeanor of making a mess, eating the carpet itself would be categorized as something close to vandalism and, thus, a criminal offense.
