#13: Herbert Hoover
Estimated IQ: 138
Herbert Hoover was a brilliant engineer and humanitarian long before becoming president. A Stanford graduate from its very first class, he built an international career as a mining engineer and problem solver. His technical expertise and analytical precision earned him global respect for his ability to manage massive logistical operations with calm efficiency.

Hoover applied his intellect to administration and data-driven decision-making. Unfortunately, his rational, technocratic mindset struggled to grasp the emotional scale of the Great Depression. He saw problems in numbers and systems rather than human suffering, showing that intellect alone can’t always navigate national despair.
